Disk Utility in El Capitan does not unlock encrypted disks.

Summary:
In Disk Utility prior to El Capitan you have the ability to unlock a FileVault encrypted disk and mount it. El Capitan's new Disk Utility is missing that feature.

Steps to Reproduce:
Boot into El Capitan
Attach a FileVault encrypted disk to the computer.
Dismiss Finder's prompt to unlock the disk.
Open Disk Utility

Expected Results:
Expected to find a button or menu item to unlock encrypted partitions/disks.

Actual Results:
Disk Utility doesn't provide any way to unlock encrypted partitions/disks.

You can still unlock disks within System Preferences/Startup Disk.
