Ditto errors from SIP protected directories

Summary:
On 10.11 when ditto-ing files from a SIP protected directory, the file copies but errors afterwards

Steps to Reproduce:
1. sudo ditto /System/Library/CoreServices/SystemVersion.plist ~/Desktop/

Expected Results:
File should copy without error

Actual Results:
File copies with an error

10.11.x all

It's been, oh 6 years. I know that you mentioned your ticket was closed due to it being a duplicate of another reported issue. Do you know where to find the original ticket? I would like to know what happened. I am coming from https://macmule.com/2015/11/08/ditto-operation-not-permitted-from-sip-protected-locations-on-el-capitan/
