Add Hardware Keyboard support to Third Party Keyboards

Since iOS doesn't have any Persian Keyboard there is no way to type Persian with a Hardware Keyboard on iPad. So if there is no planning on a first party Persian Keyboard, it would be nice to add a API to third party keyboard to access a Hardware Keyboard.
