Steps to Reproduce:
1. Open a project.
2. Click Editor > Export For Localization...
3. Pick a location.

Expected Results:
- Xliff 2.0 files are written, or the user is offered a selection for the Xliff format version.

Observed Results:
- Xliff 1.2 files are written.

Xcode 9.0 beta 2 (9M137d)
