Summary:
Issue discovered while debugging <rdar://32996673>. See that first; in summary, components that use contenteditable on non-standard text elements get most iOS text treatment (carets, copy, paste) but not arrow key navigation using a hardware keyboard. The page jumps around instead.

Steps to Reproduce:
1. Visit ckeditor.com
2. Enter editor on main page
3. Use hardware arrow keys

Expected Results:
Caret navigation between lines and characters.

Observed Results:
Page jumps around instead.
