Keyboard rich text shortcuts not available

Summary:
Cmd+B, Cmd+I, Cmd+U are extremely common shortcuts for rich text editing, and are supported throughout most Apple apps.

Steps to Reproduce:
1. Visit http://xing.github.io/wysihtml5/
2. Tap on any text on the page
3. Select text using the caret
4. Tap Cmd+I on a hardware keyboard.

Expected Results:
The menu controller displays a B/I/U action. Likewise, to accomplish this more quickly, I can use a keyboard shortcut.

Observed Results:
No shortcut.

This issue has been verified by the developer as resolved.

Issue fixed in 11.0 Beta 3 (15A5318g) in general case, with issues in one specific site still. Filed (http://openradar.appspot.com/radar?id=4936656834527232) as follow-up.
