Summary:
The Reading List list in Safari is a drop target for URLs on macOS. It should be on iOS.

Steps to Reproduce:
1. Open a web-page Safari
2. Tap and hold a link
3. Observe "Add to Reading List"
4. Tap Cancel
5. Open Reading List pane
6. Attempt to drag same link into Reading List

Expected Results:
Dropping onto Reading List adds the URL to Reading List.

Observed Results:
Dropping onto Reading List does nothing.

Mmh, I must've written this down to file against Beta 1. Cannot reproduce using own my Steps to Reproduce in Beta 2. Sorry about that.
