Xcode 9 does not start the app in a simulator when running the unit tests from command line

Summary:
Xcode hangs when running the tests from command line. 

Steps to Reproduce:
The issue is reproducible roughly 1 out of 10 times.

Expected Results:
The tests are run.

Actual Results:
The last line Xcode hangs on is codesigning test bundle, simulator opens the app, but it hangs on the splash screen.

Version/Build:
Version 9.0 (9A235)

P.S. I have attached build-, session-, device's system logs and the screenshot. Please let me know what else I can do to help.
