Xcode improperly caches xcconfig files and won't reload

Summary:

Xcode caches xcconfig files and it won't reload.
There is no way to reload those files other than restarting Xcode itself.

Steps to Reproduce:

1. Set some xcconfig file to project then build the app.
2. Change values in xcconfig file and build the app again.

Expected Results:

Values in the new xcconfig xffects in the new app.

Actual Results:

Values in the old xcconfig affects in the new app.

Version 8.2.1 (8C1002)
