Xcode 9.2 High Cpu usage after launch

Summary:
We have a AppleLab full of Mac mini. When testing Xcode 9.2 and High Sierra 10.13.3 I notices Xcode eats entire 1 CPU core after launch.

Steps to Reproduce:
1. Download Xcode from MAS
2. Put into .dmg and import it to Munki
3. Deploy Xcode with Munki with this postinstall script -> https://github.com/munki/munki/wiki/Xcode
4. Log in as standard/admin user with local home or LDAP user with NFSv3 home
5. Launch Xcode 9.2

Expected Results:
Xcode does not cosume much CPU

Actual Results:
Xcode consumes one CPU core (100% usage)

Version/Build:
Xcode 9.2 (9C40b)

Configuration:
Mac mini 2012 Core i7 with 16 GB RAM. macOS is on SSD.
Sysdignose was run when Xcode was launched and was at greeting window.

I can reproduce this even on my MacBook Air when Xcode was installed manually from MAS.
