Summary: [NSTimeZone localTimeZone] and [NSTimeZone defaultTimeZone] returns incorrect time zone when running in an iOS 10.3 (or earlier) simulator on High Sierra. Steps to Reproduce: * Run attached test case on an iOS 10.3 simulator on High Sierra.
