GPS information isn't embedded in EXIF even though Photos has the location

Summary: Some photos, taken from an iOS device and synced via iCloud photo library, do have a location attached to them but lack the GPS information in the EXIF metadata. We don't know the exact circumstances when this occurs, unfortunately. But it's affecting our "Streets" app which accepts photos via drag and drop to search for nearby Street View panoramas.
