Xcode 10 beta doesn't handle tilde sign in *.xcconfig file

Summary: After installing the Xcode 10 beta I noticed that tilde sign which is used in *.xcconfig file isn't handled by Xcode. Steps to Reproduce: Use tilde sign in *.xcconfig Expected Results: Paths with tilde sign are resolved correctly Actual Results: The error message is shown: can't exec '~/your_existing_path/' (No such file or directory) Version/Build: Version 10.0 beta 3 (10L201y)
