Engineering has provided the following information regarding this issue:
Thank you for the feedback. Please know we did not say that the issue would be resolved in the “next update.” We said we believe it’s addressed in a “future update.” When that update is released we will ask you to verify against the released build.
Does not work on IOS 12.1 beta 2
Works on iOS 12.1 beta 3
It looks like beta 3 has fixed this issue, in my preliminary testing.

As per earlier feedback from Apple's Engineering team, they believed that the issue was addressed and a fix would've been available in the next update. iOS 12 GM Seed is now available for download. We've tested the issue on iOS 12 GM and the issue still persists!
confirmed...still fails on IOS 12 GM
I'm also seeing this on my VOIP app. Please continue to update this radar so we can track the status.

Thanking the Engineering team for a positive update. I'm assuming that "future iOS update" would mean iOS 12 beta 13 or any further iOS 12 beta releases before the final GA. Is that correct information? Eagerly waiting to hear from you regarding the beta update on which the issue can be retested. Thanks again.

This is to inform that we've tested with iOS 12 beta 12 on August 31 and same behaviour is still being observed - Application isn't waking up during an incoming VoIP socket activity. Can you review the attached sysdiagnostic logs at the earliest. As mentioned earlier, customer impact is going to be high if the issue remains unresolved by the time iOS 12 is GA'd
