Mouse Keys don't seem to work

Summary: This is a duplicate of radar #32751577 Mouse Keys work intermittently in 10.13.6. With Mouse Keys enabled, pressing the numpad 5 key does not click on some elements in native Applications. Same element in same applications in 10.12.6, when pressing the 5 key, are clicked. Steps to Reproduce: 1. Enable Mouse Keys. Expected Results: Mouse Keys will be activated, I can use the keyboard to move the mouse, and click on elements. Actual Results: No change. Version: macOS High Sierra 10.13 Beta (17A264c) Notes: Regression from macOS Sierra.
