Out of the box iPad Pro experience was unbelievably buggy

Summary: 1: Initial swipe up to start failed, needed to be sleep/waked to get the touch screen to respond 2: After completing setup, the settings app would not launch (video attached) 3: After completing setup, Siri was broken and would start to launch, dim the screen, and then return to the home screen (video attached) 4: After completing setup, the Apple Pencil would not be detected or pair with the iPad. Steps to Reproduce: Setup a new ipad. Expected Results: Not have bugs this bad out of the box Actual Results: Buggy. The iPad needed to be shut down and restarted to function properly.
