Summary:
Using Safari Technology Preview, the 'speak selected text' feature stops working if you press the browser 'back' button and are looking at the previous page.

Steps to Reproduce:
- Launch System Preferences -> Accessibility
- Under the Speech section, enable 'Speak selected text when this key is pressed', choosing an appropriate key combination. I use Ctrl+Shift+r.
- In Safari Technology Preview, visit http://example.com/
- Select some text, e.g., "Example Domain."
- Press the 'Speak selected text' key combo and observe that the text is spoken out loud.
- Follow  the 'More information' link.
- Use the browser Back button.
- Select the text again and press the 'Speak selected text' key combo.

Expected Results:
- The text is spoken out loud.

Actual Results:
An error beep is emitted.
