Preview: Cannot cut/copy/paste annotations in PDFs

 
SUMMARY
In Preview, you cannot cut/copy/paste annotations in PDFs.

STEPS TO REPRODUCE
1. Open Preview
2. Open a PDF
3. Click Annotate to show the annotations toolbar
4. Click the Text tool
5. Type "hello"
6. Click elsewhere in the PDF to deselect the annotation
7. Click on the annotation to select it — notice it has handles

Edit > Cut and Edit > Copy are disabled.
