Save as stationery fails to save message body

Summary:
When saving a message a stationery, the content of the message are not copied to new messages created after saved stationary is selected.

Steps to Reproduce:
Open Mail
Create a new message
Type text into subject and body
Select File>Save as stationery....
Save as 'Test Stationery'
Close message, do not save draft.
Create a new message
Click stationery icon
Select Custom category in stationery view between header and message body
Select 'Test Stationery'

Expected Results:
New message body should now contain message body from saved stationery.

Actual Results:
Message body remains empty

Regression:
Works as expected on 10.6.8

I don't know what "automatic signatures" means. I do have a single signature and it was present in the document I saved as stationery.
