Bless command no longer supports booting into non-Netboot install environments

Summary:
The bless command can no longer allow you to boot into an installer environment (Such as the OS X installer). 

Steps to Reproduce:
1. Run the following command:
bless --setBoot --folder /path/to/installerfiles --bootefi /path/to/boot.efi  --label some_label
2. Reboot and you are now in the OS X installer environment

Expected Results:
You reboot and are now in the installer environment that you blessed above.

Actual Results:
The machine reboots back into the main OS X install instead of the specified

Regression:
This occurs every time

Notes:
This is an extremely important tool for doing OS system upgrades without using dirty hacks. If bless cannot be fixed, we need a method for booting into the install environment in a non-interactive way.

We currently have ~800 machines that would be impacted by this change.

Engineering has determined that your bug report (22571831) is a duplicate of another issue (22558802) and will be closed.
