Screen saver turns on when screen sharing clients disconnect

Summary:
When a screen sharing client disconnects (Mac screen sharing or VNC), screen saver turns on (regardless of whether it's enabled or disabled).

Steps to Reproduce:
1. The mac mini is plugged into a TV via minidisplayport -> hdmi. No keyboard or mouse is plugged in. (others report that this fixes it, however, I have no need for kb or mouse on this machine)
2. Connect to the mac mini via screen sharing or VNC.
3. Disconnect screen sharing session. Screen saver activates.

Expected Results:
No screen saver. Display stays the same as when client is connected.

Actual Results:
Screen saver activates.

Configuration:
Affected machine is a 2009 Mac Mini running El Capitan (OS X 10.11.4 (15E65)). The main display (an attached TV via mini displayport) reliably shows the screen saver whenever any screen sharing client disconnects (Apple Screen Sharing.app or VNC-based). Enabling/disabling screen saver or changing time has no effect.

Update: tested with keyboard. When a keyboard is connected this does not happen (i.e. the display stays the same when the screen sharing client disconnects). This is a workaround but it would be nice if the anomalous behavior didn't happen. I don't want to always keep a keyboard hooked up to this machine.

That is the correct expected behavior, yes. The reported behavior does not match this, however. Instead the screensaver which was not previously active activates immediately upon disconnection of the screen sharing client. Attached is my .spx file
