InstallApplication MDM command sometimes results in a non-download

Occasionally we are seeing some behavior where the device will not download the pkg derived from the InstallApplication command with ManifestURL key

Steps to Reproduce:
1. sudo log stream --level debug --predicate 'subsystem == ""'
2. Send InstallApplication command with ManifestURL to the device

storedownloadd: (StoreFoundation) [] DownloadQueue: queueForStoreClient called with nil storeClient.identifier (storeClient is (null)) -- no download queue will be available
Expected Results:
OS downloads and then installs the pkg

Actual Results:
OS does not download the pkg. On other devices it works.

macOS 10.12.3 (16D32)

We have consistently reproduced this on VM's but only sometimes on real devices

Found this exact issue also occurring in El Capitan. Can you please give us more information on this?
