10.14 (18A389): Finder extensions do not respond to settings in Extensions pane until next login

Summary:
In macOS 10.14 developer beta 11 (18A389), unchecking a Finder extension in the Extensions preferences pane fails to disable the extension: its menu item remains in the Finder contextual menu, and its process continues to run (as observed in Activity Monitor), until the user logs out and logs back in.  

Furthermore, at this point, checking the Finder extension does not restart it until the user logs out and in again.

In macOS 10.13, unchecking the Finder extension does deactivate it after about 15–20 seconds, and checking it again reactivates it almost immediately.

Steps to Reproduce:
1. Install a Finder extension such as "What's Your Sign?" <https://objective-see.com/products/whatsyoursign.html>.
2. Observe that its item ("Signing Info") appears in the Finder contextual menu, and its process is active in Activity Monitor.
3. Open the Extensions preference pane, locate the WhatsYourSign item, and uncheck it.

Expected Results:
The menu item is no longer present in the Finder contextual menu, and its process is terminated.

Actual Results:
The menu item continues to appear in the Finder contextual menu, and its process continues to run, for the duration of the current login session.

Comments

Problem appears to be resolved in 10.14.4

The original bug report (46045228) was reported to be closed on or about 2019-03-19. This implies that the issue has been addressed in macOS 10.14.4.

Performing the "Steps to Reproduce" on 10.14.4 with Activity Monitor open, the WhatsYourSIgn processes are observed to terminate after about 10 seconds, suggesting that the issue has been resolved.
