All Mac App Store links open the review prompt

Summary:
The Mac App Store prompts me for a review for every Mac App Store link I click on.

Steps to Reproduce:
1. Click a Mac App Store link ( here’s the link for Xcode https://itunes.apple.com/us/app/xcode/id497799835?ls=1&mt=12 )

Expected Results:
The Mac App Store should show the app and shouldn’t prompt for a review

Actual Results:
The Mac App Store shows the app and prompts for a review

10.14
