Summary:
OS Upgrades via MDM commands fail on passcode-enabled iOS 11.4 devices 

Steps to Reproduce:
iOS device (iPhone/iPad/iPod touch) in the following state: 
- Current version: `11.4`
- Passcode configured
- Device is plugged in, >50% battery
- `OSUpdateStatus` returns: 
  - status: `Idle`
  - `IsDownloaded`: `true`

Send MDM command to device: 
- `ScheduleOSUpdate` with `InstallASAP` or `Default`

Expected Results:
For passcode-enabled iOS devices, sending the command ScheduleOSUpdate with InstallASAP on a passcode-enabled device should trigger the OS upgrade notification modal needed to upgrade OS (after it has downloaded the update).

Actual Results:
Device responds to MDM command with failure (see attached), but device displays modal to schedule OS Update
