Full Keyboard Access broken under 10.10

After activating Full Keyboard Access in SysPref, one used to be able to choose buttons in dialog with the tab key and activate them using space.

In 10.10 this only works in some apps. In most 3rd party apps, neither the tab navigation nor the space confirmation works. The buttons don't have the blue outline highlight they used to have.

1. Open an app such as Photoshop, Ableton Live, etc.
2. Cmd+S
3. Try to tab through the dialog: it doesn't work

The same problem occurs in Sublime Text. Supposedly recompiling apps in the newest Xcode will fix the lack of highlight, but that's obviously not an option available to users of most 3rd part software.

In FileMaker, Control works, but no highlight

The full keyboard access for "All Controls" work in FileMaker, but without the highlight to show which button is selected, you cannot be sure what button will push when you press the spacebar. This is a huge usability problem, since it means you don't know for sure whether you are about to press the Delete button or the Save button, for example.
