fdesetup authrestart doesn't bypass pre-boot login screen

Summary: Issuing authrestart reboots the machine, but it ends up at the pre-boot login screen, preventing remote access. Steps to Reproduce: 1. While logged in, enter fdesetup supportsauthrestart, which returns true, indicating authrestart is supported. 2. Enter 'sudo fdesetup authrestart' and enter superuser password, followed by password for FileVault user. Expected Results: Pre-boot login screen should get bypassed, and the regular login screen should appear. Actual Results: Pre-boot login screen appears, and machine is no longer accessible remotely (via ssh or screen sharing.) Version: El Capitan 10.11 (15A279b) Notes: Configuration: Occurs with a MacBook Pro (mid 2009), which reports "true" when queried with fdesetup supportsauthrestart.
