Xcode 6.3: No way to enable static contents in table views

Summary:
The NSTableView docs for usesStaticContents say:
In Xcode, any rows you add to a static table are saved in the corresponding nib or storyboard file
I cannot find a way to enable static contents on a table view, much let use this feature as described.
Steps to Reproduce:
1. Try to enable static contents on an NSTableView in a xib.
Expected Results:
Success.
Actual Results:
Failure. There’s no UI for this that I can find.
