Scroll offset bug in new window in iOS

In mobile safari on iOS 8, when I follow a link to open a new window (which has a `<meta name="viewport" content="width=device-width, initial-scale=1.0">`), the page intermittently appears scrolled way up (i.e. there is a big gap between the top of the viewport and the first element of the page). Scrolling at all after that brings behaviour back to normal. Steps to Reproduce: Go to http://diacono.com.au/scrollbug/, click 'Broken'. Expected Results: Top element at top of page Actual Results: Top element halfway down page Version: iOS 8.1.2

We believe this issue has been addressed in the latest iOS 8.3 GM release. Please test this issue with iOS 8.3 and reply back with your results.
iOS 8.3 GM (Build: 12F69 for iPad and 12F70 for iPhone)
Please update to this version via Software Update 'Over the Air' on your device or connect your device to your computer and update through iTunes.
If this issue still occurs, please update your bug report with relevant logs, and a test case if possible.
