Photos and photolibraryd uses over 200% of the cpu when I'm actively using computer

Summary: Periodically, CPU usage for Photos and photolibraryd will use over 200% CPU, collectively, noticeably slowing down my system. Steps to Reproduce: Have photos running in the background Notice that computer is running choppy and confirm issue in Activity Monitor. Expected Results: Actual Results: Version: 10.11 Beta 2 Notes: Please see attached image, Photos2.png and notice that Photos is "preparing 60,591 items" Configuration: 10.11 Beta 2 Attachments: 'photos.png' and 'photos2.png' were successfully uploaded.
