Photos and photolibraryd uses over 200% of the cpu when I'm actively using computer

Summary:
Periodically, CPU usage for Photos and photolibraryd will use over 200% CPU, collectively, noticeably slowing down my system.

Steps to Reproduce:
Have photos running in the background
Notice that  computer is running choppy and confirm issue in Activity Monitor.
