Send non-contacts silently to voicemail

Allow us to silently send anyone not a contact straight to voicemail.

This fixes root cause 35173777 Can't silence iPhone ringtones, 35173259 Can't silence Watch ringtones and 35173861 Allow blocking known spam exchanges

Customers don't REALLY want silent ringtones. They want to send spammers and unknown callers to voicemail without being bothered.
