Xcode doesn't support custom color pickers

Summary: It only shows the 5 built-in pickers but not any pickers installed in ~/Library/ColorPickers. Steps to Reproduce: Expected Results: Actual Results: Version: 9.2 (9C40b) Notes: See also rdar://30103552 (dupe of rdar://6198734) that has been closed as resolved in macOS 10.12.3. I'm running macOS 10.12.6 and the bug definitely still occurs.
