Siri Shortcuts: Speak Text doesn't work with Siri when selecting a different language

Summary:

When creating custom Siri Shortcuts using Speak Text component that use a language other than Siri's one, the text will not be said when the shortcut is called with Siri. 

Steps to Reproduce:

1. Open Shortcuts application;
2. Create a new shortcut;
3. Add a "Text" component containing a foreign language sentence: 平安四段;
4. Add a "Speak Text" component and change the language to the same foreign language use for the text above: Japanese (Japan);
5. Run the shortcut: you'll ear the selected voice say the text in the selected language;
6. Select the shortcut settings, and select "Add to Siri" option;
7. Record "Speak Text Bug" expression;
8. Quit Shortcut;
9. Say "Hey Siri" or activate Siri and say: "Speak Text Bug".

Expected Results:

Siri should say the text in the foreign language selected in the shortcut.

Actual Results:

Siri write the text on screen, but say nothing.
