Notify token from file descriptor endianness problem

 
Summary:
If I register for a notification using notify_register_file_descriptor, when I attempt to read from the file descriptor, the token comes out in big endian on powerpc and little endian on intel.

This bug is an exact dupe of radar 5352778, and is listed here so that I can list it on open radar.
